He was one of Baha’i heads and of superior directors of SAVAk. He was born in 1298. He graduated from officer’s collage. He joined the intelligent department of the army in 1329 when he was the major. In 1332, he cooperated with the military governorship of Tehran city during the coup when he was the colonel. In 1336 when SAVAK was established, he was transferred to this organization. He was in charge of the periodical and censorship departments. Then he was appointed as the chairman of the first and third office of SAVAK. He became the brigadier general in 1340. In 1343 when Amir Abbas Hoveyda became the prime minister and he appointed the major general Pakravan as the minister of the intelligent service, Pakravan appointed Sa’adatmand as the assistant of the ministration. In 1345, Sa’adatmand became the major general and was appointed as the chairman of the public relationship of the army. After a while, he became the chairman of the military court of th3e army when he was the major general. In Aban 1357 when the field marshal Azhari became the prime minister he appointed the Major general Sa’adatmand as the minister of the intelligent service, when the Pahlavi regime collapsed, he was sentenced and condemned to death.
