During his presidency, Shoqi Effendi changed Baha'ism as an organization pertaining to a party imitating the Europeans. Coincided with the establishment of Israel in the occupied lands, Baha'ism created the administrative organization called universal house of justice in Israel and created the selected local and national assemblies and registered them in several countries as the religious assemblies or even the commercial companies. Rouhiyeh Maxwell writes in this regard: "His auspicious desire is to register the assembly as a religious population or a commercial panel if weren’t possible."
It seems Baha'ism can be survived due to such party and administrative organization a controlling social system has also been arranged in this organization. A person who acted against Shoqi Effendi's desire, he/she would be dismissed the organization which was called "the administrative boycott". Then, he was dismissed the community which was called "the spiritual boycott". Most people were punished in this way.
The Universal house of justice includes continental counsellors' board as one of the units related to the international house of proselytizing in the form of the continents of Asia, Europe, America, Africa, Oceania through boards, office of an assistant and the management of national assemblies of countries and is responsible for preserving the Baha'i organization and community and proselytizing and preaching Baha'ism behavior.
Local and nation Spiritual assemblies:
Nowadays, the Baha'i community elects a 9-people group called 'local spiritual assembly in each city; so that, electing assembly members is both hidden and free. The Baha'is residing each city and village are obliged to establish a local assembly like the national one including nine people. As a matter of fact, it is the sub class of the national assembly possessing all authorities and duties for managing and controlling the Baha'is.[1]
The representatives elected for the activity domain of these assemblies elect the members of "the national spiritual assembly" out of the members of the Baha'i community of that country. Indeed, the national assembly is the coordinator between the Baha'i community of each country and the universal house of justice and as the one who executes the universal house of justice policies and aims at that country. Obeying the national assembly orders are necessary for the Baha'is of that country and disobeying follows extensive deprivations and punishments.
The members of national assemblies elect the members of the divine universal house of justice who are at the top of these assemblies.
The local and national assemblies have been established instead of the local and national divine universal house of justice to prepare facilities for communities to establish the above-mentioned group. The members of assemblies can be male or female.
It isn’t obvious that where the first spiritual assembly was held in the world. After the book Aqdas was sent to Iran in which Baha had ordered for the private universal house of justice to be established in each city, an assembly was held including several famous Baha'is of Tehran in 1294 (1877) which became more formal 3 years later in 1880. This assembly wasn’t elective and other members were being added to it. In 1315 A.H. (8-1897) Abdul Baha ordered to the guardians of the faith to establish Tehran central spiritual assembly. The first assembly of the American Baha'i council was held in Kenosha Wisconsin or New York in 1897 or 1898. Consequently, the spiritual assembly of the Baha'is of Eshq Abad was founded in 1313 A.H./ 1895 A.D. It should be considered as the first spiritual assembly in the Baha'i world.[2]
The universal house of justice and the Crisis of lack of legitimacy:
One of the other insolvable difficulties of Baha'ism is the legitimacy crisis which has been created for the universal house of justice as the most important and highest religious foundation of this cult after Shoqi effendi's death. Now after 50 years, this extended organization, they haven’t found answers for their opponents' questions most of whom are those who believe in Bahaullah except for presenting some baseless justifications.
At the end of his lifetime, Abdul Baha established the dynasty of Amrullah guardianship by writing his tablets of wills for the leadership and presidency of Baha'is. In this tablet, he claimed for the Baha'i guardians to be 24 people: "… In each period of time, the guardians were 12 ones. During the Excellency Jacob, there were 12 sons and during the Excellency Moses, there were 12 leaders who were in charge of tribes. There were 12 disciples during Christ days and during the Excellency Muhammad (P.H.), there were 12 Imams; but in this manifestation, there are 24 because the magnificent of this manifestation is expedient…"[3]
They will come one after the other and each must elect his successor and they are clarifying the Baha'i works and the references for public one whom is obeyed and the permanent chairmen of the universal house of justice[4]. According to this writing, the first guarding of the faith is Shoqi Effendi and after him 24 people of the faith guardian will come…
