Abdul Baha had determined the leadership system of the government as being based on two pillars: the position of the guardian of the faith and the foundation of the universal house of justice after himself. In order to explain about the positions of these two, he considered the council of the universal house of justice to possess the position of infallibility bestowed by the Almighty God and has determined the position of the guardian of the faith as the supervision of the council:
"اما بیت عدل الذی جعله الله مصدر کل خیر و مصوتاً من کل خطا"
However, the universal house of justice where is appointed as the source of each benevolence and is infallible must be formed by general election of the faithful people… And the guardian of the faith is the holy chairman of the assembly and the greatest member.[2]"
However, the members of the so-called new council of the universal house of justice are copied by the parliament of the West confessed by Abdul Baha: "the divine greatest universal house of justice will be elected as elected in the European parliaments.[3]" it has practically become the dictatorial system of government in the Baha'ism leadership. The evidence confirming this claim is that the main reason for changing the members of the universal house of justice is the death and the indolence of the members.[4]
Consequently, Francesco Ficicchia[5] states explaining the structure of the universal organization of Baha'ism that according to him the Baha'ism teachings and beliefs is merely serving to accept and perform the orders of the universal organization of Baha'ism motivated by fascism tendencies.[6]
According to him; in the Baha'ism organization, its members are encountered with quick excommunication by the Baha'ism organization against each kind of criticism, innovation, statement freedom, criticizing hard regulations, censorship and preventing to study the opponents works. He believes that the Baha'i teachings have changed to ideological ones to be in the path of the aims of the universal organization of Baha'ism.[7]
