The spiritual assembly is necessary where there are nine Baha'is. The members of this assembly must be elected like the universal house of justice. On the other hand, the first branch of the Baha'ism organization is the assemblies which are in touch with the followers of the cult directly.

     In its tablets addressing the Iranian disciples in 1341 A.H., Shoqi Effendi says: whether inside or outside the country, the assembly must obey the members of the assembly and fulfill, confirm and pass its executions; although the majority of people aren’t right.

     According to the commandment treasury, the duty of the spiritual assembly is: educating kids, caring orphans, preaching God's affairs and making enthusiasm in the faith affairs.[1]

     A person who disagrees the spiritual assembly will be deprived of the right for election in society and being the member of the spiritual assemblies. It is narrated from Shoqi Effendi: Because the equality between men and women is of the basic teachings of Badi'a period of time, men and women are authorized to vote eternally since 21 on during men and women elections.

     Elections have been held once a year (First day of Redhvan feast / 2^nd of Ordibehesht). Everybody must write nine names on a sheet of paper and give it to the assembly without signing.[2]

     So, some good result have been included forming such assembly:

1)   Because this assembly isn’t authorized regarding legislating, the governing and dominating of the first Baha'i person have been kept and his position won't be threatened.

2)   The first Baha'i person receives the properties and revenues of the universal house of justice directly. He will spend them by the name of the guardian of the universal house of justice.

3)   Because the members of the assembly have no duty but tolerating troubles, being active, adjusting affairs, fulfilling orders and proselytizing the faith; so the first Baha'i person will benefit so much and his aim and cordial intention will be provided; but the first Baha'i person won't be able to answer our oppositions.

     We say: why has the universal house of justice been canceled and not been formed for a while if forming it in this 19^th century religion has been necessary based on the clear statement of the book Aqdas?

     Where will the members of the universal house of justice be elected if the nine members who are being elected for the spiritual assembly aren’t merited to be the members of the universal house of justice?
