Seyyed Bab says in the “Bayan”:

"فی ان من یحزن نفسا عامدا فله ان یاتی تسعة عشر مثقالا من الذهب ان استطاع و الا من الفضة و الا فلیستغفر الله تسعة عشر مرة"

“If a person dejects another one intentionally, he/she must pay nearly 95 grams of gold…[1]”

Then, he says:

من یحزن احدا فله ان ینفق تسعة عشر مثقالا من الذهب هذا ما حکم به مولی العالمین انه قد عفا ذلک عنکم فی هذا الظهور و یوصیکم بالبر و التقوی امرا من عنده فی هذا اللوح المنیر

“A person who imprisons the other one, his wife will be illegitimate for him and all of his good deeds will be vanished away. If he refers to the woman who is illegitimate for him, he must pay nearly 95 grams of gold.”

However, Mirza Baha says contrary to Seyyed Bab:

"من یحزن احداً فله ان ینفق تسعه عشر مثقالاً من الذهب هذا ما حکم به مولی المؤمنین انه قدعفا ذلک فی هذا الظهور و یوصیکم بالبر و التقوی امرا من عنده فی هذا اللوح المنیر"

“It is said in the “Bayan” that if you make someone dejected, you must pay nearly 95 grams of gold and this is the commandment of the guardian of the world…[2]”

According to us the Excellency Baha has written the book Aqdas because he had to and to alter and reform the book Bayan.
