In a letter published in Tehran Mosavvar magazine, Ismaeel Raeen explains about the coordination between the Pahlavi regime and Baha’is:
“Before investigating the differences and misuses of Baha’is using the documents, it will be good for a matter in this regard concerning a case of 24894, 1336 which has been published in Tehran Mosavvar magazine to be quoted in order for the clear-sighted reader to judge
A news was quoted by the spokesman of the ministry of finance in the newspapers that the great taxes will be recovered soon. I become really happy, too like thousands of Iranian people. Although I haven’t seen Dr. Amouzegar, the minister of finance, yet; but according to his disciples he is a serious disciplined and strict man. For this reason, when I became aware of the 157000000 Tumans tax case, I get happy and hopeful that: “Soon, the violators would be condemned and the demands would be received.â€
I explain the dear readers what I have heard about the case: abroad-settled Iranian called (Shoqi Rabbani the number his Baha’i man at that period of time) has transferred some of his wealth in Iran to a person called Dr. Muhammad Ali Varqa. After the transferee’s death, the office of a financial agent of Tehran city gain the deed of transferring to receive it. One of the honorable controllers of the finance office-without being influenced – issues a previous notice for the sum of 157 million Tumans to receive tax.
It is interesting to be noted that for the first time in the history of the ministry of finance in Iran-one of the clergymen’s view has been testified. According to his view the mentioned transferring is recognized as a replaced none and was exempted from paying tax…â€

The above-mentioned clergyman was Dr. Seyyed Hassan Imami who graduated from Switzerland with Phd degree in law.
According to Raeen, the transcript of “the replaced transferring†has been removed out of the case of the office of a financial agent of Tehran city.
After issuing this fetwa by the courtly chief clergyman for Friday prayers, the revealing continued and finally the government had to receive 27 million Tumans as tax.
